I have a personal account and I have it tied to a team in one of my leagues. How do I include a different team from another league to that account? I am also the commissioner in that league, how do I tie the commissioner access to my RTSports Personal Account?

Log into the league in question using your old league account ID and password. If you logged in as commissioner, go to the Commissioner->My Info page; otherwise, if you logged in as an owner, go to the Team->My Info page. On that page you will notice a section where you can invite users to have access to that team/commissioner in that league. Type in the e-mail address of your RTSports Personal Account and select the 'Invite' button. The system will send an invitation to that e-mail with a link included. That link will send you to a page where you simply enter your RTSports Personal Account password and that team/commissioner access will be added to the personal account associated with that e-mail address. You are then good to go! You can do this for any number of leagues you desire.
